On March 20, 2015, the Union Cabinet, chaired by Shri Narendra Modi, authorised a skill development initiative - Pradhan Mantri Kaushal Vikas Yojana - to make every individual skilled in their chosen field. This will be the main plan for youth skill development to be executed by the new Ministry of Skill Development and Entrepreneurship via the National Skill Development Corporation (NSDC). Additionally, PMKVY will be based on the National Skill Qualification Framework (NSQF) and industry laws and regulations.
The Pradhan Mantri Kaushal Vikas Yojana is aimed at 24 lakh youngsters, with a particular emphasis on fresh entrants into the labour market and class 10th/12th dropouts. According to Dilip Chenoy, Chief Executive - NSDC, STAR implementation has improved and the PMKVY, while comparable, would be distinct.
The Pradhan Mantri Kaushal Vikas Yojana training programme will be more focused on soft skills, personal grooming, behavioural changes for cleanliness, and strong work ethics. The monitoring body will include Sector Skill Councils and State Governments.
The Union Government has classified the money into many categories -
1) A total of Rs 1120 crore has been allocated for skill training of 14 lakh individuals.
2) Rs 220 crore would be spent on recognising earlier learning.
3). Rs 150 crores for youngsters from the country's North East area
The skill training will be carried out in accordance with the need identified by NSDC during Skill Gap Surveys for the period 2013-17. Melas/fairs will be held at the local level to raise awareness of the Kaushal Yojana, with the active participation of state governments, municipal bodies, and community-based groups.
Recognizing Previous Learning would be a main focus of this training programme. Prior learning of the candidate will be acknowledged under the Pradhan Mantri Kaushal Vikas Yojna, and candidates will obtain certification and monetary rewards upon completion of the programme. This makes the process of skill upgradation and re-skilling the existing workforce much easier. For example, the Telecom Sector Skill Council invites candidates to the training programme and awards TSSC certification with the Government of India emblem upon successful completion of the examination.
The Sector Skill Council will be in charge of ensuring the scheme's seamless implementation. A Skill Development Management System will be in place to check and record the details of the training centres. To achieve total closure, feedback throughout the assessment has been made a vital component of the evaluation process, and a grievance redressal method will also be included in the plan
